Item643: WebLeftBar cannot be created or used

On a fresh install of Foswiki-1.0.0-beta3.tgz: Existing users [UserName]WebLeftBar.txt appears to be ignored. Neither existing nor newly created users can create a WebLeftBar via the "Create personal sidebar" link.

The URL seems to produce: http://.../Foswiki/bin/edit/Main/UserNameLeftBar?templatetopic=System.WebLeftBarPersonalTemplate&topicparent=UserName

This results in: Bad Request

Your browser sent a request that this server could not understand.

If the URL is edited to http://.../Foswiki/bin/edit/Main/UserNameLeftBar?templatetopic=System.WebLeftBarPersonalTemplate&topicparent=UserName

The UserNameWebLeftBar.txt can be created. However it's still ignored.

This should be fixed. Also, I've checked that creating the topic on mine showed it. I've fixed the links which were outdated, but Craig, can you please confirm it works now with a custom WebLeftBar?
