The second upload then installs the correct topic text. Very annoying.

Only sometimes. I can confirm this (it happens to me too). Other times the upload appears to work, but the topic hasn't changed.

I have no idea why this happens; I can't reproduce it locally, and it only seems to happen sometimes and only on foswiki.org, but there's nothing in the logs there to indicate an error.

This family of problems is dealt with in more detail in Item8404, so treating this as a duplicate.
