Item8414: iso-latin-1 characters in users' wikinames break

If I attempt to add one of our users to our wiki, the fact that his given name contains an à character causes problems. Parts of the registration system work (the .htpasswd file is correctly updated, and a user file is created), but the bulkregistration generates an error log, and the username can't be used in WebPreferences access lists or in Group membership lists.

1.2.0 supports unicode, so this should be fixed. Not enough detail to reproduce it here, though.
