Item8744: Sandbox webname should be configurable in the same way that other default webs are configurable

Some plugins install files into the Sandbox web.

This web is not configured in LocalSite.cfg, so the web must exist in that name for plugin installation to succeed.

• Add a new config variable - SandboxWebName - default of Sandbox.
• Add variable to Foswiki.spec
• Add mapping of Sandbox web to the Configure::Util::mapTarget routine
• Add a new SANDBOXWEB macro to Foswiki.pm.

I've put this in as a bug instead of a feature - as Extension installation will save files into Sandbox, creating an invalid web even if it doesn't exist.

This ended up piecemeal merged into 1.1.4 and 1.1.5 when plugins were synced from trunk to release 1.1 branch. Setting ReleasedIn to 1.1.5. for the release notes.
