Change to the default timezone to UTC instead of Asia/Tokyo.

Rename the dateGMT parameter to datetime since the value isn't necessarily in GMT, making the parameter name confusing. Deprecate the use of the dateGMT parameter.

Deprecate the use of the fromtopic parameter in favor of the standard Foswiki Preferences system. fromtopic appears to be a hold-over from a previous method of implementing User Prefs.
