it should probly say on the topic that the user must exist, and on the error output that the user does not

and in 2.0 we should look at pre-validating the list of users to add...

It was decided that in some enterprise environments, it is correct to be able to add users to groups before they exist. The groups UI no longer enforces that users must exist.
