Item8950: broken Raw View (e caron)

Hello,

We have Foswiki 1.0.9 on unicode stable Debian.

{Site}{Locale} is cs_CZ.utf8

{Site}{CharSet}is utf-8

If I write "e with caron" in topic ( ě %C4%9B ) Raw Edit is ok, but Raw View display this: "�›". Data files are OK, so broken is probably view.

Everything else (E with caron) si ok, even we run with Genpdf under cp-1250. : )
