which is bad, m'kay.

I need a way / setting for Foswiki to just show 404/error/goto webhome for CHANGE DENY'd users, including guest.

But just going directly to the topic creator, without even insisting on login is a bug.

This person might be looking for a topic and mistyped a url. Or a topic has been renamed. That is all valid. We only need to hide the topic creator if this person is not allowed to create new topics in the web.

Still we need to provide proper feedback. Like:

"We're sorry. Perhaps you would like to create this topic, but you don't have permission to do this. Please contact your Foswiki administrator if you think you should."

We also show the Create Topic link in the left bar even if people cannot create a topic.

OK to fix but not a release blocker.
