Item9096: rewrite all file path manifulation code using File::Spec

this NIH code is always falling over.

note that Crawford didn't do this earlier due to incompatibilities he found when running different perls on windows - so it clearly requires someone that is willing to test using strawberry, activestate, cygwin, unix services for windows and, um, the others that i can't recall right now.

best approach would be to set up buildbot clients with each setup..

on discussion, it was noted that we intentionally try to use only the unix / internally, but that we do have lots of File::Spec littered wherever we then have to talk to the real world.
