The exact sequence that I followed in order to replicate the bug:
  1. Create a new topic with a parent that isn't the web home
  2. Save the page with the text 
       * Set REPLACE_WITH_ATTACHMENT = on
  3. Click attach in the topic footer and upload a .doc file
  4. Now the topic parent is set to none.
