It seems that when you move a web, the web is correctly moved to the new location.

But in the original location a directory is left behind with one file in it: .changes.

It seems the change done in distro:2d56cf0b93b9 is causing this. It is the writing of the move in the original .changes that causes it.

We should not write about moved webs in any .changes!

The empty directory will cause trouble when you later want to create a web with the name at the same location or you want to move to this location. Therefore a release blocker.

Same problem as for Item9278. Fixed it there, and should fix both.
