It is unexpected behaviour if a menu item leads you to a different section in the website.

We need to remove all these links from the side bars (each web's WebLeftBar).

Setting this to No Action. I don't agree with the premise that sidebar links can only point within the current web. The users web pointing to the password reset page is perfecly acceptable, and pointing at Tasks & Bugs from the support web, for ex. is a welcome link as well.
