Including SiteMap is killing your server. Including the same topics again and again in different places doesn't help. Even after fixing this, the content of the AdminToolsCategory is still strange. What's the bullet list at the top compared to the "All Admin Tools Category topics" section below? If I don't get it what about newbies.

Removing SiteMap from ManagingWebs as well.
