Item9801: user mappers need a way to create user topics

There's still a bit of knitting in the registration code; the user topic is created by that code when a user is registered, irrespective of which login manager/password manager/user mapper is actually in effect. The function that creates the topic is private to registration, and is probably in the wrong place.

This needs to be cleaned up.

confirmed. registration should be implemented by the mapper. password managers are extremely optional and more to do with the topic user mapper implementation.
