Item9998: make "reddots" more userfriendly

by animating a nice pencil icon when hovering over the parent element the reddot is contained in

also:

• use JQICON instead of own getIconUrl() procedure
• fixing double quotes in redirectto truncating the list of url params ... might be a deeper problem in Foswiki::Request but this change works around it
• adding js to animate the pencil
• overhault css not to disturb the rest of the page's flow
• removing WHITEBOARD feature as it badly interferes with other ways to manipulate the EDIT_TEMPLATE
