HTMLDOC gets called with --no-toc no matter what

In the file:

templates\view.genpdf.tmpl

it appears that the button gets installed on the skin with a parameter pdftoclevels=0, which then is encoded into the url that the button press leads to, and no matter what other topic preferences variables, or web preferences variables you set (eg GENPDFADDON_TOCLEVELS), the --no-toc parameter gets passed to HTMLDOC and therefore the .pdf file won't have a TOC.
Not sure why this is coded this way. It's safe to modify the template to remove the parameter. I've opened Foswikitask:Item8090 to address this.
