As an admin you can override things. Like adding a new user. Currently this is not possible.

it is possible - in that the bulk rego perl code will and can do the job.

fully agree that the UI needs to be made useable tho - Bulk rego should be trivial to use for both one, and many users. (and renamed to Admin Rego...)

I'm going to defer this to 2.0. This it a bit more complex than it appears. EnableNewUserRegistration can be set two ways
  • If Password manager finds it is incapable of registering a user (read-only files), it disables registration
  • The Admin can manually disable registration in the configuration.

I think that we would need to differentiate between administratively disabled, and disabled because registration is inoperable. Allowing the admin to build incomplete registrations due to system errors doesn't make sense.
