In lib/Foswiki/Plugins PdfPlugin.pm tries to read the path to the wkhtmltopdf binary from $Foswiki::cfg{Plugins}{PdfPlugin}{pdfCmd} but it is stored in $Foswiki::cfg{Plugins}{PdfPlugin}{wkhtmltopdf} by the config.spec. Change them to the same variable fixes the problem.
