Item12775: Override WebTopBar, WebBottomBar on a per web basis

Once upon a time, long ago in TWiki, if a web had its own WebTopBar topic defined, that top bar would override the one in the System web.

Then that changed. (I never thought that was a good idea).

Then Foswiki came along and forked the "no customization of top or bottom bar" model.

So we're stuck with no good way to override the web top bar.

WebTopBar and WebBottomBar should work just like WebLeftBar. If a web has one, use it. If it doesn;t have one, use the System default.
