Item13353: Many configure checkers no longer working.

The PLUGIN_MODULE Override checker overrides the Enabled.pm checker used on many modules. None of the Enabled.pm checkers are active.

The PLUGIN_MODULE override is preventing the Enabled checkers from ever being called. I think that this needs to be a check in addition to the native checker.

This is a big issue because this is where some critical dependency checking is happening.

I have a fix, if it's okay to use the CHECKER option as an additional check to an existing key based checker. I'll do some more testing and check it in in the morning.

I decided to load and call the explicit checker from the PLUGIN_MODULE generic checker
