<html lang="...">
value is supposed to hold the language of the document and or interface that the user visits. This has been implemented using VarLANG. However this is the server's default language given it uses locales.
Instead, it should be the user's browser language as per VarLANGUAGE. Actually I can't see what the %LANG%
would be good for.
Setting the user's language setting in the =<html> tag is require for the javascript i18n setting to switch to the proper translations. See JQueryI18N.
