tinyMCE doesn't need to depend on tinyMCE::meta

Unable to resolve unless {OptimizePageLayout} = 0

Boring bug that was really a cosmetic/harmless silent failure for ZonePlugin users on 1.0.9; on trunk we now have some error reporting to catch these things. So this is probably not needed in release notes for 1.1
