Item11439: CommentPlugin does not read UserCommentsTemplate from System web

Documentation for CommentPlugin claims

• To add site-wide local template customisations, add them to UserCommentsTemplate (create if it does not exist yet). You can redefine the standard templates here if you want, and your definitions will override the standard definitions.
• To override templates on a web-by-web basis, add a topic UserCommentsTemplate to the web (this will replace UserCommentsTemplate)

From adding print statements in Template.pm, CommentPlugin does not look in the System web, but only reads the UserComments from the current web.

This can be "fixed" by adding qualifying the INCLUDE with the System web, but then the web-by-web override doesn't work.

Never mind. Dumb user error. There was an empty UserCommentsTemplate topic in my sandbox web.
